A major factor in the pending budget cuts is the reduced funding for education proposed by Gov. Arnold Schwartznegger. Proposition 98, passed several years ago by California citizens, "guaranteed" a minimum funding level for public education. Gov. Schwartznegger has negated Prop 98 by declaring a "fiscal emergency".

California ranks 46th (near the bottom) among the states in money spent per student in public schools. This budget cut will most likely push California even further down the list.
